BHEL Invites Bids for 1.2 GW Solar Projects at Khavda, Gujarat

Bharat Heavy Electricals Limited (BHEL) has issued a tender for the engineering, procurement, and construction (EPC) of 1.2 GW of solar projects at the Khavda solar park in Gujarat. Bids must be submitted by March 20, 2025, and will be opened on the same day.
Bidders are required to submit an earnest money deposit of Rs 1 million and provide a security deposit amounting to 10% of the contract value. The selected contractors will be responsible for designing, engineering, constructing, erecting, testing, installing, and commissioning the solar projects, along with providing operations and maintenance (O&M) services for three years. They must also establish an evacuation system up to the project鈥檚 terminal point and terminate the 33 kV evacuation feeder at the main pooling switchgear.
To qualify, bidders must have experience in designing, supplying, erecting, or supervising the erection and commissioning of a balance of system for grid-connected solar projects with a minimum cumulative installed capacity of 40 MW. At least one of these projects must have a capacity of at least 10 MW and must have been operational for at least six months.
Additionally, bidders must meet the following financial criteria:
- Rs 1 billion annual average turnover for a single 300 MW block
- Rs 2 billion for two blocks (600 MW)
- Rs 3 billion for three blocks (900 MW)
- Rs 4 billion for four blocks (1,200 MW)
BHEL has been actively expanding its solar portfolio. In September 2024, it floated a tender for a 2.5 MW rooftop solar project at the Yadadri thermal power project in Telangana. In June 2024, it issued a tender for 1.6 MW of solar projects at its Heavy Plates and Vessels Plant in Visakhapatnam, Andhra Pradesh.
