HPCL floats tender to install 2.39 MW solar systems at 13 locations

Hindustan Petroleum Corporation Limited (HPCL) has requested bids for installing a 2.39 MW (DC) of ground-mounted and rooftop solar systems at 13 HPCL locations around the nation. The deadline for proposal submissions is June 30, 2022.

To participate in the bidding process for various schedules, bidders would have to submit an earnest money deposit ranging from 200,000 to $1 million.

This tender will only accept proposals from Class I and Class II local suppliers. However, preference will be given only to Class-I local suppliers. The local content requirement to categorize a bidder as a Class-I local supplier is a minimum of 50%, and a Class-Il local supplier is 20%.

Bidders should have successfully designed, delivered, tested, and commissioned a grid-connected ground-mounted or rooftop solar system with a capacity of not less than 50 kW in a single project over the past seven years ending May 31, 2022, for all locations except Budge Budge 1 Lube Plant.

Bidders for the Budge Budge 1 Lube Plant must have developed, delivered, tested, and commissioned a grid-connected ground-mounted or rooftop solar system with a capacity of at least 100 kW in a single project during the previous seven years ending May 31, 2022.

For micro and small enterprises (MSES), the pre-qualification criterion would be lowered by 15%, subject to the offered products or services fulfilling the required quality and technical specifications.

If bidders engage in several schedules, the technical and financial pre-qualification criteria will be the total of the needed amount for each schedule.

The relevant grid-interactive solar project will be connected to the local utility via a net-metering arrangement, with the utility crediting the extra energy generated but not utilised by HPCL in the monthly billing.

HPCL revealed that the rated capacity of the solar modules should be equal to or more than 325W for all sites. The efficiency of the modules should be at least 16%, and the fill factor should be at or above 75%.

HPCL filed a tender in April of this year to find a project management consultant to oversee a 10 MW ground-mounted solar project in Ankleshwar, Gujarat.
