Hindustan Petroleum Corporation (HPCL) has announced a bidding process to select a project management consultant for the installation of 100 MW of solar projects at Galiveedu Solar Park in Andhra Pradesh. These projects are intended for captive consumption.The chosen engineering and project management consultant (EPMC) will be responsible for overseeing the design, engineering, procurement, supply, erection, and commissioning of the solar projects at the solar park. Additionally, they will supervise the installation of the transmission line from the generation site to the designated injection substation.The deadline for bid submissions is July 18, 2023, with the bid opening taking place on the same day. Interested bidders are required to submit an earnest money deposit of Rs 1.98 million ($24,076).The contract duration will be 18 months starting from the issuance date of the letter of intent, encompassing all stages of the project. To be eligible for consideration, bidders must have completed three similar works, with each project costing no less than Rs 46 million ($560,768). Alternatively, they can have completed two similar works, each costing no less than Rs 57.5 million ($700,960), or one similar work costing no less than Rs 92 million ($1.12 million) within the last seven years.Applicants should have prior experience as a project management consultant, overseeing the design, procurement, construction, and commissioning of 100 MW ground-mounted solar power projects in India. The referenced project should have been operational for at least one year prior to the bid submission date.Additionally, bidders should demonstrate an average annual turnover of at least Rs 34.5 million ($420,576) over the past three financial years.The consultant will be responsible for planning, initiating, guiding, coordinating, supervising, and controlling all project implementation activities. This will involve assembling a dedicated task force comprising specialists and experts in various project aspects such as engineering design, procurement, inspection, construction, and commissioning.Based on available land area and technology assessment, the consultant will suggest the appropriate installation capacity for the solar power project in the designated area. Furthermore, the consultant will prepare detailed technical specifications, ratings, and the capacity requirements for various project components including solar modules, mounting structures, and the balance of system needed for project execution. A bill of materials and cost estimate for the solar power project's development will also be required.Recently, HPCL invited bids for the engineering, procurement, and construction of a 5 MW grid-connected ground-mounted solar power project in Jhansi, Uttar Pradesh. Prior to this, HPCL had invited bids from project management consultancies to establish grid-connected captive solar projects, including rooftop solar, with a combined capacity of 1.2 MW under net metering at various locations along the Vijayawada Dharmpuri Pipeline.
