SECI Launches 1.3 GW ISTS Wind Power Projects Tender

The Solar Energy Corporation of India (SECI) has initiated a tender to select developers for 1.3 GW inter-state transmission system (ISTS)-connected wind power projects (Tranche-XV) in India. These projects will operate under a build-own-operate (BOO) framework.

Interested parties have until September 20, 2023, to submit bids, with the bid opening scheduled for September 25.

The total capacity of 1,300 MW will be distributed across ISTS substations in three states: Tamil Nadu (300 MW), Telangana (500 MW), and Madhya Pradesh (500 MW).

Selected developers are expected to fulfil responsibilities such as land identification, installation, project ownership, securing connectivity, approvals, and interconnection with the ISTS network for power supply.

Bidders must pay a bid processing fee and submit an earnest money deposit (EMD) based on the quoted capacity. A performance bank guarantee (PBG) is required before signing the Power Purchase Agreement (PPA).

SECI will enter into a 25-year PPA with selected developers to procure wind power.

Projects must adhere to ISTS connection guidelines and maintain electricity generation to achieve an annual capacity utilisation factor (CUF) between 80% and 120% throughout the PPA duration.

Only wind turbine models certified by the Ministry of New and Renewable Energy's list will be permitted.

Bidders must meet financial prerequisites and submit a single bid covering a contracted capacity of 50 MW to 650 MW.

SECI has also invited bids for 1.5 GW firm and dispatchable power from ISTS-connected renewable energy projects and expressions of interest for the supply of 1,800 MW (DC) of solar modules.
