MP Government Invites Bids for Major Infrastructure Development in Bhopal

Government of Madhya Pradesh through MP Housing & Infrastructure Development Board (MPHIDB) intends to carry out 鈥淐onstruction of Collectorate Complex, Divisional Commissioner office, various Government office complex, state Guest House, Hostel Buildings and B, E, F, G & H type residential buildings at Bhopal under re-densification policy of GoMP鈥�, MPHIDB intends to appoint a Developer RFP document for Construction and Development of above-mentioned Government Facilities.
The selected Developer will be provided the "Land-Ownership Rights" on Compensatory Land Parcels (CLP) mentioned in RFP admeasuring 66,040.00 Sqm(CLP 1 鈥� 3000 sqm at professor鈥檚 colony Bhopal, CLP 2 鈥� 6400 sqm, CLP 3 鈥� 7040 sqm, CLP 4 鈥� 9600 sqm and CLP 5 鈥� 40000 sqm at old secretariat Bhopal). The prospective bidders have to quote the Premium for "Land-Ownership Rights" on the CLP. The Bidder quoting Highest Premium shall be selected as Developer for the Project. The selected Developer has to pay the quoted Premium partly in monetary terms and partly in kind in the form of cost of construction of the Government Facilities as per provisions of the RFPDocument.
Five land parcels admeasuring 66,040.00 Sqm(CLP 1 鈥� 3000 sqm at professor鈥檚 colony Bhopal, CLP 2 鈥� 6400 sqm, CLP 3 鈥� 7040 sqm, CLP 4 鈥� 9600 sqm and CLP 5 鈥� 40000 sqm at old secretariat Bhopal)(referred to as "Compensatory Land Parcel" or "CLP") will be provided to selected developer after successful completion of part or full construction of Government facilities.
Complete bids can be submitted online from 16-08-2023 to 31-08-2023 up to 17.30 Hrs through the online e-tender portal https://mptenders.gov.in.
Eligibility Criteria:
Sole Bidder or JV/Consortium of not more than 3(three) members is allowed for bidding.
Audited Average annual turnover of the bidder during last 3 consecutive financial years (FY 2020-21, 2021-22 & 2022-23)shall be at least or more than Rs. 19336.00 Lakh. (In case of JV/Consortium it should be fulfilled jointly by all the members of JV/consortium, while Lead member shall have Average annual turnover of more than Rs. 9668.00 Lakh)
Net worth of the bidder as on 31st March 2023 shall be at least or more than Rs. Rs. 14502.00 Lakh (In case of JV/Consortium it should be fulfilled jointly by all the member of JV/consortium, while Lead member shall have Net worth of more than Rs. 7251.00 Lakh). In case, final account for FY 2022-23 is not audited, than bidder shall submit the Net worth Certificate certified by CA.
Bidder in the capacity of developer or builder or contractor or EPC Contractor, should have completed during last 5 years-
1 (one) eligible project with a cost not less than Rs. 20601.00 Lakhor
2 (two) eligible projects with a cost not less than Rs. 12361.00 Lakh each
3 (three) eligible projects with a cost not less than Rs. 8240.00 Lakh each
