ECI Launches Training for Booth Level Agents to Boost Participation

In a landmark initiative, the Election Commission of India (ECI) has rolled out its first structured training programme for Booth Level Agents (BLAs), aiming to enhance grassroots-level participation by political parties in electoral processes. The two-day programme, currently underway at the India International Institute for Democracy and Election Management (IIIDEM) in New Delhi, involves 280 BLAs from Bihar, representing 10 recognised political parties. 

Chief Election Commissioner Gyanesh Kumar, along with Election Commissioners Dr Sukhbir Singh Sandhu and Dr Vivek Joshi, addressed the participants, underscoring the pivotal role of BLAs in upholding electoral integrity. The training programme was conceptualised during the Chief Electoral Officers' conference on March 4, 2025, and is designed to equip BLAs with comprehensive knowledge of their responsibilities under the Representation of the People Acts (1950 and 1951) and the Conduct of Election Rules, 1961. 

The BLAs are being trained on key aspects such as the preparation and revision of electoral rolls, use of associated forms and formats, and mechanisms for raising first and second appeals under Sections 24(a) and 24(b) of the RP Act, 1950. Their proactive involvement is seen as crucial in ensuring error-free voter rolls and greater transparency in the electoral process. 

Appointed by recognised political parties, BLAs serve as a vital link between the electorate and the election machinery. This training initiative marks a significant step towards strengthening India鈥檚 electoral democracy from the grassroots up.
