The Goa State Urban Development Agency (GSUDA) has initiated the process of conducting a comprehensive Geographical Information System (GIS) mapping of all properties in the urban areas of South Goa. Gurudas Pilarnekar, the member secretary of GSUDA, stated that the government will soon appoint an agency to carry out GIS mapping in the municipal areas of South Goa district, including Canacona, Cuncolim, Sanguem, Curchorem-Cacora, Quepem, Mormugao, and Margao. A tender has already been issued, and once the agency is finalised, financial approval from the government will be sought, marking the commencement of the project. The appointed agency's tasks include conducting a detailed survey of properties for tax assessment, creating a property feature map layer integrated with One Goa Map/PM Gati Shakti applications, and generating Scanify QR codes for properties to facilitate tax collection and solid waste management. The estimated cost of the project is Rs 17 crore, and the project is expected to be completed within 18 months. During the monsoon session of the state assembly, Urban Development Minister Vishwajit Rane had informed that GIS mapping was already in progress in North Goa. He assured a similar exercise in South Goa to analyse revenue losses in municipal areas and address any leakages. Through the agency's services, GSUDA intends to conduct a detailed door-to-door survey of each property, capturing their measurements, creating sketch diagrams, computerising the collected data, and assessing property taxes based on rateable/capital value. A Unique Property Identification Code (UPIC) will be assigned to properties based on the council, ward number, survey number/sub-division, and house number. The survey will involve collecting relevant data for property tax assessment and other related fields as required by GSUDA, including property coordinates. The agency will also play a crucial role in assisting GSUDA in preparing the database, computerising the entire data for tax assessment, linking property photographs and sketch diagrams with property information, and analysing property records alongside existing data. Additionally, the agency will support GSUDA in property tax assessment using capital value-based taxation methods and provide other property-related services.
