Union Civil Aviation Minister Ram Mohan Naidu today launched the Electronic Personnel License (EPL) for pilots, marking a significant step in modernising India’s civil aviation sector. With this launch, India becomes the second country globally to implement this digital licensing system, following approval from the International Civil Aviation Organization (ICAO). The EPL will replace traditional physical licenses, offering secure digital access through the eGCA Mobile Application. This initiative aligns with the government’s “Ease of Doing Businessâ€� and “Digital Indiaâ€� programs, enhancing transparency and efficiency in pilot credential management. The move follows ICAO’s Amendment 178 to Annex 1 â€� Personnel Licensing, which encourages the adoption of electronic licenses for improved security and operational efficiency. While other major aviation nations are still in the implementation phase, India has taken a lead in digital aviation solutions. Minister Naidu emphasised the growing need for skilled pilots, stating that India will require approximately 20,000 pilots in the near future. He highlighted how EPL, along with eGCA, will streamline licensing, improve employability, and provide real-time credential access for enhanced security operations. Previously, the Directorate General of Civil Aviation (DGCA) issued smart card licenses, with over 62,000 cards distributed. In 2024 alone, approximately 20,000 licenses were issued, averaging 1,667 per month. With EPL, the dependency on printed cards will gradually reduce, contributing to environmental sustainability by minimising plastic and paper usage. The Minister also underscored other digital advancements in aviation, including the eGCA platform for licensing, the Digital Sky Platform for drones, and the Electronic Flight Folder (EFF) for airline operations. The introduction of EPL marks a milestone in establishing a globally recognised, tamper-proof licensing framework, reinforcing India’s leadership in aviation innovation. (PIB)
