Indian Railways uses Japanese tools to upgrade accident enquiry

The Indian Railways has planned to introduce Japanese techniques like Fishbone and other tools for upgrading the accident enquiry process.

According to a report, the Indian Railways board has issued an order, Fishbone technique and other tools like five-why analysis to determine the root cause and reduce accidents. Japan has developed these techniques and tools used in various sectors to look at the effect and cause of the problem.

The order will identify the root cause. The accident committee will conduct a Fishbone analysis of the rail accident cases as a part of the accident enquiry process and suggest corrective measures to reduce accidents.

As per the order, Signal Passing at Danger (SPADS) case, the five why's analysis can be conducted to improve the investigation process.

It further added that the rail accident enquiry report approving the authority might be directed to ensure the use of root-cause analysis in each case. These techniques may need the officer and personnel involved, which the railway zones have to organise at their end.

The Railway Board said that short courses are being conducted by the Director-General of the National Academy of Indian Railways (NAIR). The guidelines on upgrading the accident enquiry process will become valid from 1 February. The accident enquiry processes within the Indian Railways are looked at by the Commissioner of Railway Security under the Ministry of Aviation to make it impartial.
