Goa govt extends time to accept bids for Bainguinim solid waste plant

The Goa Waste Management Corporation (GWMC) has extended the deadline for accepting proposals for the solid waste management plant at Bainguinim following many queries from bidders.

The deadline to present the request for qualification (RFQ) was September 14, and it has been prolonged to September 29.

It is the second time the corporation has invited bids to install the state-of-the-art solid waste management facility. The fresh tender was invited as not even a single firm was found suitable. Now the criteria have been revised.

A senior officer told the media that the corporation is in the process of answering queries raised by tenders at the pre-bid meet. Six bidders have displayed interest in installing the plant.

The facility, estimated to cost Rs 200 crore, is likely to cater to Tiswadi taluka. It will have facilities for segregation, recycling and sorting lines, bio-methanation and composting systems.

In 2008, the Corporation of the City of Panaji (CCP) procured the land at Bainguinim to install the waste management facility, and in 2017, the land was handed over to GWMC. A public hearing was conducted by GWMC, and the environment approval was also achieved. The corporation had also invited an RFQ for the planned plant.

The corporation decided to undertake the project via a public-private partnership (PPP) on a design-build-finance-operate-transfer (DBFOT) basis.
