Rosatom and Vietnam Sign Roadmap to Advance Nuclear Cooperation

16 May 2025

Rosatom State Corporation and the Ministry of Science and Technology of Vietnam have signed an interdepartmental roadmap for the development of nuclear technologies through to 2030. The agreement, formalised by Rosatom Director General Alexey Likhachev and Vietnamese Minister Nguyen Manh Hung, outlines key collaborative efforts in nuclear research, infrastructure and energy development.

The roadmap includes the construction of a new nuclear science and technology centre in Dong Nai province near Ho Chi Minh City, fuel supply for the Da Lat research reactor, and Vietnam鈥檚 participation in the International Research Centre based on the MBIR fast reactor. It also covers training personnel for the Vietnamese nuclear sector.

Rosatom highlighted plans to offer its flagship VVER-1200 reactor for Vietnam鈥檚 first large nuclear power plant, signalling the beginning of detailed technical and financial negotiations. The MBIR initiative allows international researchers to access experimental capabilities without assuming ownership or safety responsibilities.

This partnership builds upon a memorandum signed earlier in January 2025 between Rosatom Energy Projects and Vietnam Electricity. The agreement reflects both nations' shared goals in peaceful nuclear development, energy diversification and sustainable technological advancement.
