NTPC Renewable Energy Limited (NTPC REL) has issued a Request For Proposals (RFP) for a Balance of System (BoS) package with land for up to 1,000 MW of ISTS-connected solar projects to be built anywhere in India.
Bids must be received by February 3, 2022, to be considered. The next day, bids will be accepted. On the 24th of January, there will be a pre-bid meeting.
Bidders quoting for capacity between 50 MW and 110 MW should submit a bid security deposit of Rs 20 million. The bid security amount is Rs 5 million for capacity above 110 MW up to 220 MW, and Rs 100 million for capacity between 220 MW and 440 MW. The bid security deposit for capacity between 440 MW and 600 MW is Rs 200 million.
Identification, acquisition, and transfer of land ownership or lease in favour of NTPC Renewable Energy are all part of the project's scope. Engineering, design, manufacturing, supply, packaging, forwarding, transporting, unloading, storage, installation, testing, and commissioning of solar projects will also be the responsibility of the successful bidders, excluding solar module supply.
The successful bidders must provide comprehensive operation and maintenance services for three years after commissioning these projects, including switchyard and power evacuation systems until the interconnecting grid substation.
At least 40 MW of grid-connected solar projects should have been designed and commissioned by bidders. One project must have a capacity of 10 MW or more and have been operational for at least six months before the techno-commercial bid opening date.
Alternatively, bidders must have completed grid-connected solar projects with a total capacity of at least 40 MW. One solar project should have a capacity of at least 10 MW. The project must have been up and running for at least six months before the opening of the techno-commercial bid.
Bidders must have completed an industrial project in the power, steel, oil, gas, petrochemical, fertiliser, cement, or coal mining sectors in the previous ten years, either as developers or as Engineering, Procurement, and Construction (EPC) contractors. Before the date of the techno-commercial bid opening, the project should have been in operation for at least one year.
Bidders must have completed at least one electrical substation with a voltage level of 33 kV or higher, including equipment such as power transformers and circuit breakers.
In the previous three financial years, the bidders' minimum average annual turnover for quoted capacity between 50 MW and 300 MW should have been Rs 1.1 billion. If the capacity is between 300 MW and 600 MW, their average annual turnover must not be less than Rs 2.2 billion in the previous three financial years. In the previous financial year, their net worth had to be equal to or greater than their paid-up share capital.
NTPC Renewable Energy issued a request for proposals last month for a BoS package for 325 MW of projects in Madhya Pradesh's Shajapur Solar Park.
The 735 MW Nokh solar power project in Rajasthan was reissued in November by NTPC Limited as a balance of system package tender.
