The Jammu and Kashmir Energy Development Agency (JAKEDA) has floated a tender for designing, supplying, installing and commissioning 12 MW of grid-connected rooftop solar projects in Jammu under CAPEX on government buildings. The winning bidder will be responsible for the operation and maintenance (O&M) activities of the project for five years. The deadline to submit the bids is 7 December, and the bids will be opened on the same date. The bidders will have to deposit Rs 10 million as earnest money deposit (EMD). Micro, small and medium enterprises (MSMEs) have been released from paying the EMD. The winning bidder will have to submit 3% of the contract value as a performance bank guarantee in 21 days from the issue of the letter of award. By the end of five years, the successful bidder should have commissioned 3,000 kW capacity of grid-connected rooftop solar power projects or off-grid solar power projects. For participating in the bidding, the average annual turnover of the bidder in the last three financial years should be a minimum of Rs 100 million. MSMEs whose quoting price is L1+15% when the L1 is not an MSMEs will be allowed to supply 25% of the bid capacity. If L1 is any MSME, it will get 100% of the bid capacity. In the case of one or more MSME under L1+15%, the project work will be equally distributed among them. JAKEDA said that the modules to be used in the project should only be procured from solar module manufacturers, which are listed down under the Approved List of Models and Manufacturers (ALMM).
