JAKEDA Issues Tender for 175 MW Rooftop Solar Projects

The Jammu and Kashmir Energy Development Agency (JAKEDA) has released a tender to empanel developers for setting up 175 MW of rooftop solar projects on government buildings under the renewable energy service company model in the Union Territory. 

The deadline for submitting bids is February 28, 2025, with bids to be opened on March 1, 2025. 

Bidders are required to submit an earnest money deposit of Rs 500,000 per MW and a performance bank guarantee of Rs 600,000 per MW/project, along with a tender fee of Rs 50,000. 

The scope of the project includes a survey, design, engineering, financing, supply, installation, testing, and commissioning, as well as 25 years of operation and maintenance. 

The selected bidders will be allocated a maximum of 75 MW capacity, with a minimum capacity utilisation factor of 13.5%. Solar modules must meet strict performance criteria, including less than 3% degradation in the first year and below 1% annually thereafter. The projects must be commissioned within five months in urban areas and seven months in rural areas. 

Bidders must submit quotes for at least 50% of the tentative capacity for clusters, with specific capacity requirements for certain clusters. Project sizes will range from 20 kW to 500 kW. 

Bidders must meet a minimum annual turnover of Rs 11 million per MW over the past three financial years and have experience in designing, supplying, installing, and commissioning grid-connected solar projects with a cumulative capacity of at least 1 MW in the last seven years, with the project having been operational for at least one year. 

This empanelment tender is part of JAKEDA鈥檚 broader plan to install around 200 MW of rooftop solar power systems on government buildings under a build-own-operate model.
