With an eye on the upcoming polls, the Uttarakhand Government has tweaked the ‘Buildings and Development Regulations Bye-Laws 2011â€�, exempting people who are not residing in areas covered under the master plan from getting the layout map of their construction sites passed by authorities. Single residential buildings, retail stores and public sector constructions below the area of 1,000 sq m will not need to get the layout map passed by the authorities concerned, according to the amendment. The new rules will apply to regulated areas that are not covered under any master plan.   The process of getting the layout map passed is time-consuming. People often start the construction without getting the map passed and later face penalties and other legal actions. According to the amendment, the public sector buildings should be meant for health, tourism or community department. As per reports, all the junior engineers of regulated areas across the state have been instructed to work according to the revision for the benefit the public.   In Kumaon, Rudrapur is the head office of the housing and urban development authority. As reported, Chief Development Officer (CDO) of Udham Singh Nagar has been appointed the joint administrator and authorised to issue notices in case of illegal constructions.
