Goa RERA Fines Builder Rs 500,000 for Non-Registration

The Goa Real Estate Regulatory Authority (RERA) has imposed a Rs 500,000 penalty on Panjim-based T R Constructions for failing to register their project with the Authority. Additionally, the builder has been ordered to pay Rs 100,000 in costs to the complainant, the Colva Civic and Consumer Forum, represented by its president Judith Almeida and secretary Shakuntala Mesquita.
Goa RERA member Vincent D’Silva directed T R Constructions to pay the penalty within 60 days, warning that failure to comply would lead to further legal action under Section 59 of the RERA Act. The three respondents—Sonia Lemos, Tony Rodrigues, and T R Constructions—must also file a compliance report in the form of an affidavit within two months, or face additional legal proceedings.
The respondents had undertaken a plotted development project across 16,725 square metres in Colva Village, Salcete, allegedly selling five plots without displaying the mandatory board with developer details, licenses, and permissions. The project faced serious infrastructure issues, including inadequate road access—proposed roads were far narrower than required, with no scope for road widening due to existing structures.
Despite these deficiencies and the land’s unsuitability for plotted development, the Town and Country Planning (TCP) Department in Margao controversially approved the project on April 20, 2023, allegedly in collusion with the developers.
