Bengaluru Launches Rs 70 Bn Infrastructure Upgrade

The Karnataka government has launched a Rs 70 billion infrastructure transformation plan for Bengaluru by establishing Bengaluru Smart Infrastructure Limited (B-SMILE), a Special Purpose Vehicle (SPV) focused on delivering high-impact urban projects.
B-SMILE will operate independently from Bruhat Bengaluru Mahanagara Palike (BBMP), which is undergoing restructuring. The SPV will handle both public and private investments, ensuring faster project execution and streamlined governance.
The plan includes constructing forty kilometres of tunnel roads, new flyovers, underpasses, and road development along stormwater drain buffer zones. A landmark 250-metre sky deck will also be built, offering panoramic views and promoting tourism.
Deputy Chief Minister D.K. Shivakumar envisions this overhaul to ease urban congestion and elevate Bengaluru鈥檚 mobility infrastructure. Tunnel roads are expected to reduce bottlenecks and improve city-wide connectivity.
An eleven-member board, led by a full-time Indian Administrative Service (IAS) officer, will govern B-SMILE, comprising officials from BBMP, Bangalore Development Authority (BDA), Bangalore Water Supply and Sewerage Board (BWSSB), and private sector experts.
While B-SMILE manages large-scale projects, BBMP will retain control over regular civic functions like pothole repair. The initiative represents a model for smart, sustainable city development through public-private collaboration.
