Assam Plans Satellite, OTT Platform, Bamboo Smart City in Budget

The Assam government鈥檚 Budget 2025 proposed the launch of a dedicated satellite, ASSAMSAT, to ensure a continuous and reliable flow of data for implementing critical socio-economic projects. This initiative will be developed in collaboration with the Indian National Space Promotion and Authorization Center (IN-SPACe), which promotes private investment and innovation in the space sector. The satellite is expected to support various domains, including agriculture, disaster management, infrastructure development, border security, and police operations.

To drive technological advancements, the state government has outlined several initiatives. It plans to establish high-tech AI-powered agri-hubs in 100 villages, where artificial intelligence and drone technology will assist farmers in making data-driven decisions, improving yields, and enhancing sustainability. Additionally, Assam Tech Valley 鈥� AI and Green Innovation Hub will be set up to promote research and innovation in artificial intelligence, energy security, renewable energy, biofuels, and green technology. Strategic investments, industry partnerships, and cutting-edge research will play a key role in positioning Assam as a leader in next-generation technologies.

The budget also focuses on transforming Assam into a global startup hub. The state will collaborate with IIT Guwahati to establish a Special Economic Zone (SEZ) dedicated to research and innovation, with a focus on emerging technologies and green energy. Efforts are also underway to develop India's first Bamboo Smart City, incorporating sustainable urban planning and eco-friendly construction using bamboo-based materials. This initiative aims to boost Assam鈥檚 bamboo industry and create employment opportunities.

Further, Assam plans to promote bioplastic startups and develop a Green Packaging Industrial Hub, with investments in banana fiber-based packaging. Assam Police will set up an AI-based lab to combat deepfake threats and enhance cyber surveillance. Additionally, the tea industry will benefit from the introduction of India's first AI-driven, blockchain-based tea auction system to improve transparency and efficiency in trade.

To enhance transportation, the state government is exploring the feasibility of a water metro service from Fancy Bazar to Guwahati Airport, allowing passengers to check in at the jetty port and travel to the terminal via water transport. Plans are also underway to introduce aerial tramways or cable cars for airport connectivity from Khanapara.

In the media sector, an OTT platform will be launched to preserve Assamese cinema, literature, folk songs, music, and documentaries. Additionally, the government will partner with TATA-NELCO to upgrade secondary schools into State Vocational Training Centers, focusing on STEM education with courses in artificial intelligence, robotics, design innovation, additive manufacturing, and the Internet of Things.

The healthcare sector will see significant advancements with the establishment of a Proton Therapy Centre at the State Cancer Institute in Guwahati. This will be the first such facility in Eastern India and the third in the country, enhancing cancer treatment capabilities in the region. The project, estimated to cost Rs. 550 crore, will be partially funded through corporate social responsibility (CSR) contributions. Assam is also working to attract leading hospitals by offering land at concessional rates and other incentives to position the state as a hub for medical tourism.
