To check the issue of the industrial workers, the Haryana state government has planned to roll out an affordable rental housing scheme for the workers of industrial belts. The Department of Town and Country Planning (DTCP) has approved the policy proposal. The state government has asked the department to roll out this scheme in all industrial zones. In August, DTCP issued a notification announcing that the state government has approved the scheme through the grant of change of land use (CLU) permission for standalone projects or by rental affordable housing sites, which was proposed as a part of the residential component in the layout plan of the industrial colonies under the Act 8 of 1975. According to the officials, this policy was drafted last year and now got approval from the government for implementation. The policy aims to provide affordable housing on a rental basis to industrial workers who cannot be accommodated in cramped areas due to economic and social causes. According to a senior officer from DTCP, all the units under the scheme will be available on a rental basis for the short or long term. These units, whether residential or commercial, cannot be sold under the Haryana Apartment Ownership Act 1983. So all the units remain under undivided ownership all the time. As per the policy, the specified area range should be within 0.5 acres to 4 acres, and the dwelling should range between 20 sq metres to 60 sq metres. While industries are welcoming the policy but have argued that the policy is a reality and feasible for industries and workers, more work should be done.
