Unique ID code, a mandate for property registration in East Delhi

In Eastern Delhi, for property registrations with the revenue department, it is crucial to get a Unique Property Identification Code (UPIC) number from the East Delhi Municipal Corporation (EDMC).
The civic body sought the state government to incorporate the UPIC number among the documents needed for registration to bring all the property details online. The government has issued an order to implement the initiative on a pilot basis.
According to the Delhi government's order signed by the deputy commissioner-II of the Delhi government, Akriti Sagar, the sub-registrars under EDMC should use UPIC during property registrations on a pilot basis until further order.
Commissioner of EDMC Vikas Anand said that Delhi would be the first city to implement the project. Not only for registration, but UPIC number will also be needed for mutation, getting licenses, and rent agreement made via the revenue department.
In future, it will include more people under the tax net and incorporate the property details online. Previously, EDMC requested the chief secretary to implement the initiative, and the two civic bodies appealed for the same.
According to an EDMC official, a portal has been created by the National Informatics Centre. It has a provision for capturing the UPIC number in the software without any technical issues and provides the output of the details.
As per Section 21 of the Registration Act, non-testamentary documents of immovable properties will not be accepted unless it has the property description, including the UPIC number, to ease the identification, officials said.
Earlier, EDMC made it mandatory to pay property tax online. Anand told the media that for paying the tax, people would need to have a UPIC number, and the UPIC number has been given to 4.5 lakh properties. Till now, 5.5 lakh properties have been surveyed.
